There are well over a million ingredients and products certified by hundreds of kashrus \u00a0agencies worldwide. The following example may provide an idea of how many products are kosher certified.One million different products that are in containers measuring 6 inches in diameter lined up side by side (with no space between them) would stretch from Manhattan to Philadelphia. Since there are considerably more than a million kosher certified products, and industrial products are often sold in wider containers (e.g., 55 gallon drums), this line of products would most likely continue all the way to Baltimore. Furthermore, every kosher certified item (i.e., every container of every kosher product certified by every\u00a0reliable\u00a0 kashrus \u00a0agency) would easily stretch from the earth to the moon.To certify all of these products,\u00a0 kashrus \u00a0agencies must adequately communicate with companies\u00a0and\u00a0 mashgichim\u00a0 (rabbinic field representatives) and provide them with all necessary information. This is true, whether the factory is around the block or on the other side of the world, as is illustrated by a story related to us by Rabbi Joel Weinberger, director of STAR-K operations in India, and a frequent\u00a0 mashgiach \u00a0in the area.There is a STAR-K certified herbal extraction plant in the Uttarakhand province of India, high above the Jim Corbett National Park, famous for its tiger reserves. The altitude above the winding roads is so high\u00a0that the\u00a0 mashgiach \u00a0who conducted the initial inspection had trouble breathing there. No wonder locals refer to this facility as \u201cthe factory above the clouds\u201d. Rabbi Weinberger noted, \u201cPlant personnel were appreciative of how the information they submitted from such a remote location was processed in the STAR-K office and was now richly detailed and concisely summarized for the company and the\u00a0 mashgiach \u00a0to have at their fingertips.\u201dThis article will address how STAR-K prepares information for the\u00a0 mashgiach \u00a0and discuss what the\u00a0 mashgiach \u00a0does on his visit.<a name=\"_ftnref1\"><\/a><a href=\"#_ftn1\">[1]<\/a><\/p>\n<p><b>I.\u00a0<\/b><b>PRELIMINARY OFFICE REVIEW &amp; APPROVED INGREDIENT LISTS<\/b>Once a kosher program is set up for a company with an initial review and inspection, a company may wish to certify additional products.\u00a0\u00a0STAR-K certified companies submit formulations on an ongoing basis for review and approval.\u00a0\u00a0The office maintains a comprehensive \u201capproved ingredient list\u201d which shows ingredients for each facility.\u00a0\u00a0If all of the ingredients in the formulas are on the approved list, and if there are no equipment issues, the product can typically\u00a0be approved.Should the company wish to use a new ingredient or supplier, a formal request is submitted. Some ingredients can be approved for use in kosher products because they are intrinsically kosher (e.g., salt, hydrochloric acid, etc.).\u00a0\u00a0These are known as \u201cAny Source\u201d or \u201cGroup 1.\u201d\u00a0\u00a0If an ingredient requires a\u00a0<em>hechsher<\/em><em>,<\/em>\u00a0the company submits a letter of certification (referred to as an LOC, a document issued by the kosher certifying agency of the supplier indicating the kosher status of the product).\u00a0\u00a0The LOC will be reviewed to confirm acceptability, to determine its\u00a0 <i>pareve <\/i>\/dairy status, and to confirm that it is current. Alternatively, a company can submit for review and approval an ingredient listed in the Universal\u00a0 <i>Kashrus <\/i>\u00a0Database (UKD).\u00a0\u00a0This repository of\u00a0 <i>kashrus <\/i>\u00a0ingredient data for over a half million kosher certified productsstores\u00a0\u00a0information\u00a0found on the LOCs of various\u00a0 <i>hashgachos <\/i>.The approved ingredient list shows the following information for every ingredient:\u00a0name, approved suppliers,\u00a0 <i>pareve <\/i>\/dairy\/meat status, symbol requirement, certifying agency and expiration date (ingredients are usually\u00a0certified for one year at a time).\u00a0When relevant, an inventory number is also listed.In factories, ingredients that require certification must be identified as kosher.\u00a0\u00a0The conditions necessary to identify this product as kosher are stipulated in the LOC issued by the agency certifying the raw materials.\u00a0\u00a0STAR-K does not necessarily accept just any certification; it must conform to STAR-K standards in order to be used in a STAR-K product.\u00a0\u00a0Most often, the ingredient requires the kosher symbol of the agency certifying the product.\u00a0\u00a0However, some raw material labels require more information such as the signature of a\u00a0 <i>mashgiach <\/i>.\u00a0\u00a0This may be necessary if the STAR-K certified company bought an ingredient from a company which requires the presence of a\u00a0 <i>mashgiach <\/i>\u00a0for special\u00a0 <i>kashering <\/i>\u00a0during a kosher run.\u00a0\u00a0The rabbi at the supplier\u2019s factory signs all such labels with his Hebrew name (or another stipulated designation).\u00a0\u00a0Some ingredients are approved only when they have a designated lot number (e.g., they produce a kosher batch under special conditions) or when they come from a specified location.\u00a0\u00a0Other ingredients do not require any kosher symbol; such an ingredient is always kosher from the specified supplier.\u00a0\u00a0Some ingredients require special paperwork, bills of lading and proof of kosher transport.\u00a0\u00a0This paperwork is generally\u00a0necessary for bulk ingredients that arrive in a tanker or railcar, and are offloaded into large storage tanks that bear none of the visible labels or symbols which we are accustomed to seeing on packaged products.<\/p>\n<p>The diverse volume of ingredients and necessary conditions highlights the need for an accurate approved ingredient list for each plant.\u00a0\u00a0Even the most seasoned\u00a0 <i>kashrus <\/i>administrator or\u00a0 <i>mashgiach <\/i>\u00a0has no way of knowing the necessary conditions required on the packaging of every ingredient.\u00a0\u00a0This is especially true when a\u00a0 <i>mashgiach <\/i>inspects a facility which is the size of several football fields and contains hundreds of ingredients.<\/p>\n<p><b>II.\u00a0\u00a0\u00a0\u00a0<\/b><b>PRODUCT APPROVAL<\/b><\/p>\n<p>The next step after ingredient approval is a review of the entire formulation by the <i>Kashrus <\/i>\u00a0Administrator, confirmation that the\u00a0 <i>keilim <\/i>\u00a0(equipment) are acceptable for preparing this product, and that the product does not impact the\u00a0 <i>pareve <\/i>\/dairy\/meat status of existing products.\u00a0\u00a0Reviewing the product label is also advisable.<\/p>\n<p>Special care must be given to manufacturing facilities which produce both kosher and non-kosher, or\u00a0 <i>pareve <\/i>\u00a0and dairy, etc., commonly known as \u201cmixed plants\u201d.\u00a0Cleanouts and possible\u00a0 <i>kashering <\/i>\u00a0(depending upon temperature) may be necessary.\u00a0Furthermore, common steam systems, other complex heating operations, and vessels with <i>\u00a0kavush\u00a0 <\/i>issues (e.g., 24 hour liquid storage) require special attention.\u00a0\u00a0This is all determined on a plant-by-plant basis.\u00a0\u00a0A\u00a0 <i>Pesach <\/i>\u00a0product may require additional <i>kashering <\/i>, etc.<\/p>\n<p>Manuals have been written about the various types of equipment that companies use and how to\u00a0 <i>kasher <\/i>\u00a0them.\u00a0\u00a0Since equipment can be several stories tall and may reach extremely high temperatures (e.g., spray driers or deodorizers),\u00a0 <i>kashering <\/i>\u00a0may not be so simple.\u00a0\u00a0Indeed, reading a manual does not suffice; learning how to\u00a0 <i>kasher <\/i>\u00a0or trace production lines comes with on-site training and experience.\u00a0\u00a0Every plant is different, and the\u00a0 <i>mashgiach <\/i>\u00a0must be aware of any specific instructions and what is and is not allowed.\u00a0\u00a0(A full discussion of this is beyond the scope of this article.)<\/p>\n<p>Once a product is approved, it is entered into the STAR-K database and added to the company\u2019s LOC.\u00a0\u00a0The company is then authorized to place the STAR-K symbol on their product.\u00a0\u00a0Certain products cannot be approved until the\u00a0 <i>mashgiach <\/i>\u00a0has conducted an on-site review of the new ingredients and products.\u00a0\u00a0Some products can be manufactured only with\u00a0 <i>hashgacha temidis <\/i>\u00a0(i.e., a\u00a0 <i>mashgiach <\/i>\u00a0present for the entire production, or possibly an on-site\u00a0 <i>mashgiach <\/i>\u00a0who is there all the time).<\/p>\n<p><b>III.\u00a0<\/b><b>\u00a0THE INSPECTION<\/b><\/p>\n<p>For the plant visit, a\u00a0 <i>mashgiach <\/i>\u00a0can access the STAR-K database and obtain\u00a0 <i>kashrus <\/i>information about any factory which he is assigned to inspect.\u00a0\u00a0Alternatively, he can request that this information be sent to him.\u00a0\u00a0He will need an approved product list for all brands, including private labels (e.g., supermarket brands) and an approved ingredient list.\u00a0\u00a0He should also have access to copies of the formulations and the <i>pareve <\/i>\/dairy\/meat status of all products\/ingredients.\u00a0\u00a0He should also be aware of equipment issues or special instructions for this plant.<\/p>\n<p>The\u00a0 <i>mashgiach <\/i>\u00a0arrives at the facility (generally without an appointment) with all the necessary information.\u00a0\u00a0His review will include the following:<\/p>\n<p>A)\u00a0\u00a0\u00a0\u00a0Raw Material Review \u2013 The ingredients in the raw material warehouse must match those on the approved ingredient list.\u00a0\u00a0A new ingredient, a different supplier, or the lack of a necessary kosher symbol means the plant is not in compliance.\u00a0\u00a0When finding an error, the best case scenario is that the ingredient does not require certification or is certified by<br \/>\nan\u00a0approved agency and can be added to the approved ingredient list.\u00a0\u00a0The worst case scenario \u2013 and this does happen \u2013 is that the ingredient is from a non-approved supplier<\/p>\n<p>and is non-kosher<b>.<\/b>\u00a0This may mean that this plant may have produced a non-kosher product with an unauthorized kosher symbol due to a non-kosher ingredient.\u00a0\u00a0This \u201cnightmare\u201d scenario, albeit rare, will create a domino effect of an immediate investigation, alert, possible recall, and even termination of certification.<\/p>\n<p>Such cases illustrate the importance of the job of the\u00a0 <i>mashgiach <\/i>.\u00a0\u00a0The office can review paperwork with a fine-tooth comb, but without a\u00a0 <i>mashgiach <\/i>conducting thorough on-site inspections, there is no way to determine\u00a0what really transpires in the plant.\u00a0\u00a0The\u00a0 <i>mashgichim\u00a0 <\/i>are the \u201ceyes and ears\u201d of <i>kashrus <\/i>\u00a0agencies.<\/p>\n<p>B)\u00a0\u00a0\u00a0\u00a0Product, Formula &amp; Production Area Review \u2013 The\u00a0 <i>mashgiach <\/i>\u00a0should confirm that the STAR-K symbol appears on the corresponding product and does not appear on any non-certified products.\u00a0\u00a0Dairy products should also be properly labeled (STAR-K D if\u00a0 <i>Cholov Yisroel <\/i>, or STAR-D Dairy if\u00a0 <i>cholov stam <\/i>).\u00a0\u00a0Relevant additional label statements must be accurate (e.g.,\u00a0 <i>pareve <\/i>, Kosher for Passover, fish,\u00a0 <i>Yoshon <\/i>,\u00a0 <i>Bishul Yisroel <\/i>,\u00a0 <i>Pas Yisroel <\/i>, the\u00a0 <i>brocha <\/i>, etc.).<\/p>\n<p>If a\u00a0 <i>mashgiach <\/i>\u00a0sees a kosher symbol on a non-approved product, it could indicate a major problem.\u00a0\u00a0The product may be non-kosher, and his discovery may have stopped the distribution of thousands of packages of\u00a0 <i>treif <\/i>\u00a0products that consumers would otherwise consider to be kosher.<\/p>\n<p>Furthermore, the\u00a0 <i>mashgiach <\/i>\u00a0should review formulas and in-house batch records (either in paper files or on the computer) to confirm that the formula submitted to the STAR-K office is the one currently in use.\u00a0\u00a0Companies often produce \u201cNew &amp; Improved\u201d products and may occasionally fail to notify their certifying agency of the new formulation.\u00a0\u00a0Therefore, the\u00a0 <i>mashgiach <\/i>\u00a0needs to review records of finished goods in the warehouse and label room.\u00a0\u00a0The <i>mashgiach <\/i>\u00a0should also ensure that products requiring\u00a0 <i>hashgacha temidis <\/i>\u00a0were not produced while he was not present.\u00a0\u00a0The\u00a0 <i>mashgiach <\/i>\u00a0must review the production area and records to ensure there are no\u00a0 <i>keilim <\/i>\u00a0(equipment) issues,[2]\u00a0and monitor\u00a0 <i>kashrus <\/i>\u00a0safeguards in place (e.g., there are no compatible non-kosher ingredients).<\/p>\n<p>C)\u00a0\u00a0\u00a0\u00a0Additional Steps Advised For\u00a0 <i>Mashgichim <\/i>:\u00a0\u00a0File a detailed written report and indicate any discrepancies.\u00a0\u00a0Know when a problem requires immediate attention and respond ASAP.\u00a0\u00a0Possess excellent technical knowledge of the plant.\u00a0\u00a0Companies respect this and, more importantly, the\u00a0 <i>mashgiach <\/i>\u00a0is more likely to ascertain problems that affect\u00a0 <i>kashrus <\/i>. Keep all information confidential.\u00a0\u00a0Never share information with Company A about Company B.\u00a0Never discuss other\u00a0 <i>kashrus <\/i>\u00a0agencies with plant personnel \u2013 especially in a negative manner.\u00a0\u00a0Follow up on previously raised issues and review oldpolicies, as well as\u00a0 <i>piskei halachah <\/i>, to confirm that they are still applicable to the current production setup.\u00a0\u00a0Discuss issues with the\u00a0 <i>Kashrus <\/i>\u00a0Administrator and, when necessary, ask for a conference call with the STAR-K Rabbinic Administrator, Rabbi Moshe Heinemann,\u00a0 <i>shlit\u201da <\/i>, who is readily available to offer his assistance.<\/p>\n<p>Maintain the necessary frequency of visits, and inform the office if the factory should be visited more often, or if the designated frequency can\u2019t be met.\u00a0 Notify all necessary agencies when a plant has dual\u00a0 <i>hechsherim.\u00a0 <\/i>Carefully follow in-house factory policies. Sometimes, legal issues must also be taken into consideration in case of a possible mishap, for example if\u00a0 <i>kashering <\/i>\u00a0at high temperatures or with a blow torch is dangerous or could ruin the equipment.\u00a0\u00a0Therefore, there are times when certification may be impossible. <i> <\/i>Maintain a good relationship with other\u00a0 <i>kashrus <\/i>\u00a0agencies and their field staff.\u00a0 Be courteous and on time (when an appointment is scheduled, for example to <i>kasher <\/i>).\u00a0\u00a0Maintain a good relationship with plant personnel.<\/p>\n<p>Factories can be enormous operations, and many steps are necessary to certify a product.\u00a0\u00a0The \u201cchain\u201d of all steps involved is only as strong as its weakest link.\u00a0\u00a0The <i>mashgiach <\/i>\u00a0forms a critical link in this chain.\u00a0\u00a0The STAR-K takes pride in its <i>mashgichim <\/i>, who travel to all corners of the globe, and work at all hours of the day and night to ensure that the food that ends up on the tables of kosher consumers worldwide meets the highest\u00a0 <i>kashrus <\/i>\u00a0standards.<\/p>\n<div>\n<p>&nbsp;<\/p>\n<hr align=\"left\" size=\"1\" width=\"33%\" \/>\n<div>\n<p><a title=\"\" href=\"#_ftnref1\" name=\"_ftn1\">[1]<\/a>\u00a0The article will focus on ongoing visits of facilities that are certified by STAR-K and will be addressed in a general manner.\u00a0\u00a0It is not meant to be a comprehensive guide for\u00a0 <i>mashgichim <\/i>.\u00a0\u00a0Furthermore, plants that require\u00a0 <i>kashering <\/i>,\u00a0 <i>hashgacha <\/i>\u00a0of food service establishments, and setting up a kosher program in facilities by performing an initial inspection are beyond the scope of this discussion.<\/p>\n<\/div>\n<div>\n<p><a title=\"\" href=\"#\" name=\"_ftn2\">[2]<\/a>\u00a0See Section II, Product Approval, for a brief discussion about equipment.<\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<\/div>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Published Winter 2015<\/p>\n<p style=\"text-align: left;\">\u00a0The STAR-K certifies tens of thousands of products manufactured across the globe.
